Jiangsu University “Guidelines for open projects of National Center for International Research on Structural Health Management of Critical Components”

    This research center is a national-level international scientific and technological cooperation institute, it was applied by the research team of "the Research Institute of Structural Health Management" of Jiangsu University and approved by the Ministry of Science and Technology [National Science and technology development (2016) No. 366]. This center conducts research on structural health management theory, technology and applications from four directions: intelligent sensing theory and technology, engineering structural integrity assessment, application and maintenance of high-performance materials for key structures, and structural health management engineering applications.

     The overall goal of the center is guided by the country's major needs, and is closely integrated with the national strategic goals in the field of high-end equipment manufacturing involved in the "National Medium and Long-term Science and Technology Development Planning Outline (2006-2020)", "Made in China 2025" and "National Innovation-driven Development Strategy Outline". The national strategic objectives in the manufacturing field, with the help of high-level international cooperation and exchange channels, building a world-class joint research organization in the field of structural health monitoring and management, making it a center for the collection and training of high-end international talents in this field, it will play a more effective role in promoting international scientific and technological cooperation to improve the level of structural health management in China.

    1.Research directions and contents:

    This research center has recently carried out basic research and applied research adapted to major national needs in the following three areas:

    (1)Nanoscale Smart Materials

    The main research is the preparation of nano-scale smart materials, mechanical performance testing and characterization techniques, and applications in the field of actual structural health monitoring.

   (2)Structural diagnosis and evaluation

    It mainly carries out research on new composite materials/structure non-contact optical testing technology, multi-scale structural damage detection technology, engineering structure integrity assessment and lifetime prediction under multi-field coupling.

   (3)Structural health management data analysis and big data management

    It mainly carries out research on advanced sensing theory and measurement technology and big data analysis methods applicable to engineering structure health management.

    There are a total of 8 open topics funding opportunities from the center in 2019, including 3 key projects, each with a budget of ¥50,000, and research topic must be within the above three fields; moreover, there are 5 general projects, ¥30,000 will be awarded for each project, the general projects are not limited to the above three areas, interdisciplinary application is encouraged. The general duration of the approved project is 2 years, and the starting time is September 2019. Applicants are required to conduct cooperative research with researchers of this research center and publish more than one coauthored SCI paper.

The funding will cover research based costs, including materials purchase, testing and processing, travelling, and conferences, publishing/documentation/information dissemination/intellectual property affairs, expert consulting fees, and labor services, etc.

     2.Application Requirements

    The project is free to apply. The principle investigators in charge of the open subject should not be a faculty member of the research center and directly cooperate with the affiliated faculty member of the research center (see http://cm.ujs.edu.cn/jgjkyjy/kydw/zzkyry.htm for details). Applicants are required to fill in the "Application Form for Open Project of "National Center for International Research on Structural Health Management of Critical Components " of Jiangsu University", and pay special attention to the following regulatory requirements:

    (1) To abide by scientific ethics, the application form must be written with a rigorous scientific style and a scientific spirit of seeking truth from facts. Avoid exaggerated, false and inaccurate content in the application form, and we firmly oppose fraud;

    (2) The application form must be signed and stamped with the official seal of the affiliated institute. Furthermore, the presentation must be clear and rigorous, and the handwriting should be clear and legible. Loan words should be expressed in both original and Chinese. For abbreviations that appear for the first time, the full name must be noted;

    (3) Applications for funding projects should avoid intellectual property disputes;

    (4) Applicants should strictly follow the time requirements for project application and implementation in the "Project Guide";

    (5) Applicants should mail three copies of the "Application Form" (stamp) to the research center collaborators for signature by June 10, 2019, and submit it to the research center office after signing. The electronic version should be sent to pinyu@ujs.edu.cn, and the email title should be "Apply for the 2019 National Cooperation Base Open Project [Name] [Unit] [Partner Name]".

    3. Project Management

    (1) The application form for the open subject is discussed and approved by the professional review committee organized by the research center.

    (2) A written progress report must be provided in the middle of the project; when the project is closed, the following project summary should be submitted:

    Achievement summary (1000 words of written materials, with figures attached), and make academic report;

    Final report: summary of the main points and implementation of the research plan, the main progress of the research work and the results obtained, academic cooperation and exchanges at domestic and abroad, existing problems, suggestions and other situations that need to be explained.

   3. All research results (papers, monographs, patents, awards, etc.) published under the support of an open subject funded by this research center should be based on Jiangsu University, and indicate the Opening Fund of National Center for International Research on Structural Health Management of Critical Components".

The research center warmly welcomes and invites domestic and foreign researchers in related fields to apply for research topics related to the above research directions, and especially welcomes post-doctoral personnel of domestic and abroad to work in the research center to jointly promote the development of new technologies for the health management of key structures of high-end equipment.
